Not all landscaping projects require council approval. Some works that are considered minor are exempt, like building a small retaining wall (under 600mm) or the construction of a deck under 25m squared.
But there are different regulations and exceptions that apply in each state, such as heritage-listed properties, conservation areas or bush fire zones. This can make it tricky to know what is required unless you have expert advice.

It’s important to remember that if your landscaping works are not in fact exempt, they are deemed ‘unauthorised’ and Council can request that you remove the unauthorised works!

If your landscaping project is likely to impact the community, you will need to demonstrate that you are complying with your local council’s rules. Your project may need a Complying Development Certificate (CDC).
A CDC is a much quicker to way to get council approval (faster than a DA) but can still take a couple of weeks. A CDC is considered a ‘complete’ approval, which means that you don’t have to apply for a Construction Certificate (CC) before you start. A CDC can be provided by your local council or a Private Certifying Authority (PCA).

If you are making significant structural changes to your property or when you want to do work outside of the CDC guidelines. Your project may need Council Development Application (DA) approval.
This will take time (between 2-12 months) depending on the size and complexity of the application
Once you have your DA council approval, you still have to apply for a Construction Certificate (CC). This ensures the works are compliant with the approved DA and any specific conditions that were put on the DA (like protecting certain tree’s). A CC can be provided by your local council or a Private Certifying Authority (PCA).
