What Development Consent do I need for a Heritage Build or Renovation?

Heritage listings are categorised into 2 main types:

  1. Heritage items – building, work, archaeological site, tree or place that has heritage significance.
  2. Heritage conservation areas – geographic area containing many different elements which collectively have heritage significance.

DA Approval

All development on a heritage-listed property requires a Development Application (DA) to council and almost all development to properties within a heritage conservation area require DA approval, with the exception of some very minor works.

This council approval requires the submission of a Heritage Impact Statement.



When is a Heritage Impact Statement needed?


Local councils and other development approval bodies require such a statement. This requirement could be viewed as a logical extension to a statement of environmental effects, which most councils commonly require.

What is a Heritage Impact Statement?

Known as an HIS

An HIS, together with supporting information, addresses:
  • why the item is of heritage significance
  • what impact the proposed works will have on that
  • significance
  • what measures are proposed to mitigate negative impacts
  • why more sympathetic solutions are not viable.

Photographical Archival Recordings

Some applications are required to provide a photographic archival recording of the buildings both internally and externally, if the property is to be upgraded and/or the existing buildings demolished or extensively changed.

Such photographic records need to be executed and lodged in accordance with:
